The head of the Russian military department General of the Army Sergei Shoigu held a meeting to sum up the Zapad 2017 Russia-Belarus strategic exercise.

The exercise took place from September 14 till 20 at the Russian and Belarusian training grounds.

The Russian Defence Minister put emphasis on unprecedented transparency of the exercise. It was being covered by 548 domestic and foreign reporters, about 16 thousand reports were made, with more than 5 thousand of them abroad.

About 12.5 million people were following information available in the Internet published by the Russian Defence Ministry.
Still reckon only 12,700 troops used:
In total, 12,700 troops, up to 680 pieces of military hardware, about 70 aircraft and 10 warships were involved in the exercise.

As the Defence Minister pointed out, the maneuvers were aimed to improve interoperability among the military staffs of different levels.

In course of the exercise, force groupings were formed in a short period of time on the basis of operationally ready high-maneuver and autonomous units.

All types of military hardware were involved to ensure massed fire to eliminate targets.

The modern long-range maritime and ground-based high-precision weapons were operated for live firing.

As the Russian Defence Minister stressed, all the goals of the Zapad 2017 had been achieved. The Russian and Belarusian armed forced had showed high efficiency in ensuring military security of the Union State.
I've only seen single source reporting on their (possible) leaving of men and materiel in Russia. Wait Out on that.

Radio Free Europe seems always to have a downer on Putin's Russia, but according to this, Zapad hasn't papered over the cracks between Lukashenko and Putin.

NATO says Russia misled West over scale of Zapad war games
Russia didn't comply with the Vienna document on exercises allegedly:
“The number of troops participating in the exercises significantly exceeded the number announced before the exercise, the scenario was a different one and the geographical scope was larger than previously announced,” NATO Secretary General Jens Stoltenberg told reporters after the meeting.
According to Russian sources it's a (n unprecedented) propaganda attack:
“NATO countries are counting all the military activities that took place in the Russian Federation and counting them as part of Zapad,” he told a news conference after the meeting.

“We don’t accept the propaganda about the Russian exercises,” Grushko said. “It was an unprecedented propaganda attack,” he said.
At least they have left Belarus according to NATO:
However, Stoltenberg said that Russia had withdrawn its troops from Belarus after the Zapad exercises. Baltic countries had feared Moscow might leave them on NATO’s borders.
Allegedly 100,000 troops exercised. Over 13k needs to allow observers etc.
NATO diplomats say Moscow massed some 100,000 troops from the Arctic to eastern Ukraine, where Russia backs separatists, and used ballistic missiles and electronic warfare to test its combat capability in Europe.

Are you kidding? NATO forces made bases in the East Europe. No more Vienna. No more NTP, CWC, CFE and other stupid treaties.
If only Russia hadn’t invaded, occupied and annexed part of a neighbour and indirectly the directly supported a rebellion in that country. Oh and then threatened those former Sov countries.
