Your wreath, you pay...?

Ok, firstly, I'm not sure where to put this, so please move it if I'm in the wrong forum..

..... Anyways, I called in to our local for a swifty today, only to bump into a friend, an ex-serviceman himself, and a parent of a lad lost in the Falklands war aboard the Sir Galahad. .
Upset is a word that springs to mind, but that would only give an approximation. It turns out that he's just found out that the British Legion have been charging his wife £20 every year for the wreath they, the BL, have been laying all these years to remember his lad on Armistice Day.
Is that standard practice?
Seems a bit harsh.
