How exactly did the conversation that came up with this idea go?

I'm sure there was a newspaper article in the early sixties (I was a mere nipper) that spoke about a US plan to detonate a nuclear weapon on the moon. It was much talked about in the playground.
You'd have to ask at what level it was actually "planned". The Septics draw up plans for the most bizarre things and to counter the weirdest potential scenarios. Usually as nothing more than an exercise in creating plans.

There was a suggestion at stage I recall that if the manned missions revealed evidence of valuable mineral deposits, they could me 'mined' with nukes.
