Somehow, I don't think their press will use this headline...

A military official told ABC News that a small drawdown could begin as soon as December, with further reductions every 45 days until the troop numbers are once again down to 130,000 or more from the current 164,000 troops.

You are correct , may be as Iraq Army now O.K. we will hand over selected parts to them to control, has been on the cards when Bush gets report from General P , suppose it has all been worked out, Republicans have to tell folks at home we did it, but the locals in Iraq have started fighting each other again since we left,spin spin and more spin 8) 8) 8) 8)
