Israel has got the bomb (and chemical weapons).  Surely they should be next on Bush's list of countries in the Middle East who need sorting out ?

Oh no, hang on, they've got an effective lobby in the US and can affect the number of votes Bush can get so they can do whatever they want.  

It all makes sense now, I've cracked the code.
