My first guess would be Flossenburg, but there has to be a reason why it isn't...

It says flossenburg on the stone. My friend Wiki says:

Flossenbürg was a Nazi concentration camp built in May 1938 by the Schutzstaffel (SS) Economic-Administrative Main Office at Flossenbürg, in the Oberpfalz region of Bavaria, Germany, near the pre-war border with Czechoslovakia.

.. and it's a memorial to Eugene Francis Felangue. Levens is a misspelling of Levene, which wasn't his real name either.

Yep, easy one to start with.
This is the only British Marked Grave in The Garden of Remembrance - Flossenburg KZ
