I suggest you read up thread the numerous posts from serving naval officers and senior immigration enforcement officers...plus one or two who are rather familiar with SOLAS regulations, inter alia.

Have you been to any Sub-Sahel African cities? They are vibrant and full of very clever Africans trading and making money. There are smart shops, restaurants and cafes and a good standard of living for many of the middle classes. But that is probably only 5-10% of the population, at best.

I am not totally unfamiliar with SOLAS by the way as I have my Coastal Skipper RYA, owned a small yacht in the Med and have been mucking about in boats most of my life.

I repeat - there are no Laws or Regulations that say those illegal migrants ( because they are ALL illegal migrants ) have to be landed in the UK.
 
The biggest obstacle to African stability is corruption and tribalism. Tribes get politicians elected, the politicians then misappropriate as much money as possible and instead of building schools and roads, funnel it back to the tribe. Press repeat after every local election.

Certain members of the tribe, ie, family and a few friends. The chiefs and tribal leaders will get their cut from govt coffers to keep them sweet and the votes flowing in the right direction.

What's left will trickle downwards and be pilfered along the way.

Every country in africa has its own pet infrastructure project that the world bank/IMF/China, or private finance pays for and half or more of the money is skimmed off the top. Leaving the project to run at a snails pace and take three times as much money to complete, if its ever completed.

I wonder if the Chinese are more efficient because they're at the outset separate the fund into the bribe fund and closely supervise the project development and aren't afraid of being accused racist.

France are quite clearly contravening at least 2 Chapters (4-5) of SOLAS, have been for a few years and quite cynically so - if some of these filmed reports of being escorted to mid Channel are correct.

With a political will - and some timely action - the immigrant boats can be detected, filmed, tracked from the moment they set off.

At that time the French Coastguard are informed and if they choose to take no action in a timely manner - our cutter goes into French water to rescue them.
And then delivers them to the nearest harbour.
In France.

It just requires the political will to embarrass the French Govt into complying with its commitments.

I didn't realise that saving lives was optional. But as a Coastal Skipper, you'll know to do the right thing...

I’ve worked with PRC SOEs in West Africa and Pakistan. The myth they treat the local population poorly and abuse their power wasn’t what I witnessed first hand. Regardless of position (CEO, chef (Chinese) or driver), they were assigned the same level of accommodation. They built their own Chinese restaurant, imported the chefs and food, you’d think you were eating in a mainland restaurant (totally different from a UK Chinkychu). Young highly educated management team, fluent English, high percentage of women, driven by a single goal - work in a shite location for five years, get posted to Canada or Australia, find a spouse and never return to China!

The Chinese get their projects done by having everything done by Chinese workers. On most of the Chinese projects in Africa and Eastern Europe, very few locals are employed, and almost none in any position of importance. All the materials and equipment come from China, straight through customs with no inspection or paperwork.

Typical model:

China: Hey Little country, want a new road/dam/power station/university/train line without all the bullshit that comes from asking the IMF, USA, UK, EU, Norwegians, etc?
Little Country: Would love to, however I'm skint and can't even afford new Mercedes for my brothers government ministers, and no-one will lend me money since I killed all those traitors from the other tribe/religion.
