That sort of goes without saying, but which bit of the Kremlin? It's not a government so much as an organised crime syndicate with an army.
The ownership of the asset, (and it's soldiers) seems to swing between the head of army catering and the ministry of defence.

I'm not sure he cares.
By all accounts Putin is into micromanaging troop movements, but where those troops come from is another matter.
Prigozhin is an old mate of his, so he'll be running the company, but the end user is Shoigu in defence.
The mercenaries don't seem to have any solid logistics themselves, apart from what they beg, borrow or steal.

It's all very odd.

ISW quotes a spokesman for Ukraine’s Main Military Intelligence Directorate (GUR), Andriy Usov, saying that on August 12 forces belonging to the Wagner Private Military Company are present at Zaporizhzhia Nuclear Power Plant (NPP). Usov suggests that the Kremlin trusts Wagner militants to plant mines on the territory of the NPP because the Russian military is either incapable of or refusing to do so.
