A lot of people were supplying the Anti-Assad rebels in Syria with top notch weapons. Several of the rebel groups were waving them about. Unfortunately ISIS being one of the nastiest groups around appropriated a lot of them. Also of course the USA were supplying the Iraqi Military who donated it to ISIS.

Because they're innumerate.
