UK Hampering Libya Campaign?

From today's Telegraph:

Barack Obama's state visit to Britain hit by splits over Libya - Telegraph

a current US diplomatic source pointed to tensions over Britain’s role in overseeing bombing raids in comments which followed last weekend’s Sunday Telegraph interview with Gen Sir David Richards, the UK’s Chief of Defence Staff.

Gen Richards called on Nato governments to increase the range of targets warplanes are allowed to attack in an intensification of the campaign. However, the US source said: “It is a little-known though important fact that the UK is among the most skittish Nato allies when it comes to targeting critical nodes in Libya.

"The UK frequently issues a 'red card,’ effectively vetoing a target, and the commanders have complained about this practice to Gen Richards as recently as a few weeks ago. There has not been much change since.”

Washington is understood to be fed up that the military action has gone on for so long - since 19 March - with so little concrete result.
So, is the UK vetoing targets? And is this helping Gadaffi to stay in power?

Sounds like a YES to nuke N Africa. Then we would have a volcanic ash cloud to the north of eurpe on a radiation cloud to the south. We might change quite alot.

So? The French, Italians and Spaniards glow in the dark for a while. My only objection is that it doesn't get the Germans into the bargain.

are the vetos because the planes arent up to the task? or just too expensive to keep dropping bombs when we have only budgeted for 48 bombs a day or 12 missiles!
