I think this actually translates as 'The World Cup deployment coincides with a pre-planned deployment, namely a deployment to provide air defence to Qatar during the World Cup'... It's been on the cards for quite some time, AIUI. One of the reasons the Qataris wanted Typhoon was to ensure that they had a top-notch QRA aircraft, after all.
If you think about nearby states (well one of them...) which might try to cause mischief and embarrassment, and bear in mind that Qatar - for all its faults - is an ally, then it's a bit of a no-brainer. The fact that it might lead to gratitude in the form of energy supplies and more purchases of British-built kit could be a happy coincidence.
