I have two thoughts.

1. Is providing RAF/Navy assets to an entirely private commercial soccer tournament a good use of scarce resources?

2. Is the UK going to get a preferential supply of Qatari LNG next winter in return for this?

Not short of gas right now but in winter we need a steady supply of LNG imports to make sure we don't have to rely on any imports by pipeline from mainland Europe in really cold weather.

Unfortunately, almost every major energy exporting country in the World is a human rights abuser.

I think this actually translates as 'The World Cup deployment coincides with a pre-planned deployment, namely a deployment to provide air defence to Qatar during the World Cup'... It's been on the cards for quite some time, AIUI. One of the reasons the Qataris wanted Typhoon was to ensure that they had a top-notch QRA aircraft, after all.

If you think about nearby states (well one of them...) which might try to cause mischief and embarrassment, and bear in mind that Qatar - for all its faults - is an ally, then it's a bit of a no-brainer. The fact that it might lead to gratitude in the form of energy supplies and more purchases of British-built kit could be a happy coincidence.
