The Obama administration has developed possible alternative plans for a missile defense shield that could drop hotly disputed sites in Poland and the Czech Republic, a move that would please Russia and Germany but sour relations with American allies in Eastern Europe.

Eastern European leaders worry that the Obama administration is playing down their security needs even though, they contend, Russia’s war with Georgia last year and increasing tension between Russia and Ukraine show the need for a strong American presence in the region.

It's a nod to the Russians who are providing access to Afghanistan for western materiel and troops. The Eastern Europeans kicking off about it is not really helping matters because the US said it was a shield for missiles coming from the Middle East - NOT to protect Eastern Europe from Russia.

That's what the US protested they were doing when Russia objected.
