Turkey forces down a Syrian commercial jet

Reuters are reporting that Turkish fast air have forced down a commercial jet bound for Syria from Russia on the grounds of it possessing intel that Russian 'weapons' destined for Gov forces were aboard. Whilst I'm sure Turkey has a right to act on such information? (I'm sure there's something under international law to cover this), it does little for the current tensions that seems to keep ratcheting upward. Good or bad call by our NATO friends?
