That statement about "officers appear to assess threat differently depending on the race of the subject" could well be racism, or it could also be that the subjects of a specific race are more likely to be aggresive when confronted by police. Chicken / egg, but you can't just point at the figures without understanding the reasons. On another subject, apparently "erasing the past" is not just a thing for 1984 and is acceptable for the media to say.
