Hint: It wasn't the Minister of State for Security.
Like the whole Skripal thing, if they'd have taken their time before jumping to serious conclusions they may have had a better chance of pulling-the-wool.
Knocking a book out about a whodunnit, well before any investigation has been concluded is desperate and dull.
