I think this is one part of the US political system that not a lot of people outside the US (and probably a few within its borders) actually understand.
From what I can gather, if a bill is proposed it will be given a title and then some spending or legislation related to the title will be added. After than, and in order to get the support needed to get it voted in, a whole range of other bits and pieces are added on, almost as if they are being added to buy the support of the other members who vote.
There was a lot of screaming and shouting about "the other side won't support this vital bill that the citizens need..." when if you look at the details it did not take long to realise that the other side was objecting to some of the add-on clauses. But it makes more political points just to blame the other lot than admit that you've packed the bill with pet causes.

I warned you another stimulus would come along after the last one was passed, because this is the only way Biden knows how to govern anything. The world economy is already floating on free(printed) money and much of that is flowing to china and now Biden is set to take that already serious bubble and pump in even more free money (again inevitably going to china). To be fair some of which will actually be for good things(infrastructure), but much of the cash will be siphoned off and the government payroll in the US will skyrocket.
What will be the result ? well the hidden Inflation is set to rise in line with the spending and so by 2022, the rising prices should be noticeable by everyone and people start to feel the pinch even at middle class level. Then like all bubbles it will tank in response to an event (mortgage defaults was the last blip) and for fun, lets say China in 2023 chose to invade Taiwan ? IF America responds, then the US economy will collapse, QED.

He is little more than a part time President and as a part time President, is only as good as his secretaries of state can keep any serious problems away from his door.. The danger for Biden is time, as the longer that system continues the greater you will see the gap between public and private decision making and opens the nation up to all kinds of dangerous disconnects.
