What you need is a latter day Peter the Great to come to the west, learn how things are done, then go back and shave the beards off the boyars.

Unfortunately Peter the Great's borrowings from the West were highly selective and were used to enforce his grip on power and to enhance and spread the overlordship of Muscovy. He built St. Petersburg (Moscow-on-sea) over the bodies of dead slaves. Tsar Peter 1 was totally in alignment with the Muscovite Mindset and is part of a practically unbroken chain of murderous despots since Muscovy became a willing enforcer for the Mongol Horde.

Shaving beards was just a visual part. Modernisation of the Army and State, crushing of Sweden (and achieving exit to Baltic), victory over Turkey (and achieving exit to Black sea), victory over Persia (and achieving exit to Caspian sea), building of modern fleet - it was really important. Putin is working in same direction, but he is a bit less successful, yet.

Sure, Russians are Russians. Same way, Brits, even who drink tea, wear pants and know paper still have Western mindset.

Do you think, that his father, Alexey The Quietest, or grandfather - Mikhail The Meek didn't realised it? They did, they accepted some elements, they were more sor less successful, just they were not "Great" in it.

Russia search for the best things in the world, and can make 'Americanisation', or 'Chinisation', or 'Indianisation' or anything else when need it.
