I might be missing the point you are making.
Not all repairs or mods are in house for all forces.
Depends on the force
Essex do everything
so do Gloucestershire and the MET
but some places where they have a smaller fleet will order them all fitted with graphics, and have a team in to fit the comms, In Southern Ireland they contract it to a specialist company, most forces try to keep it in house, to keep costs down, time, and to stop interference with equipment
 
Will they have to retro fit BLM graphics onto the vehicles in the next probable move for a progressive police service, using police cars as a taxi service to ferry BLM protesters to their chosen riot point, where upon the police will line up to take the knee for a photo op

The firm that supplied mine have a contract with a bodyshop, they drop the headling and epoxy a plug in, fill over and sand it then paint the roof
usually five holes
four for the lighting bar, and one for the cable feed
the aerial goes in place of the standard Ford one
alongside an additonal 4 way fuseboard by the batteries, and a panel behind the rear seats for all the comms kits, and the safety guard
all of that is supplied as a kit, the standard radio is removed, and the datalink goes in its place
also the twin turbos and the chipping to add 60mph to the top speed ( according to every pub mong)
Actually the cars are all standard base spec, apart from uprated suspension on some models, as the Lads like a few pies on a cold night to give them the energy to bash up a few likely lads
This company supply the Graphics, however some forces will have the graphics fitted at the dealers if they are short of pace, or time
This isn’t a subject that’s new to me :)
As for tuning or being standard etc, you are referring to a bog standard area car. other cars could have had a properly calibrated speedo and a normal bluefin plug in map or similar etc.

ETA having seen your reply, one of my former cars was an ex essex car, and was mapped for police service.

That looks like an Escort, but its a 3 litre so must be a granada ? is the lighting box made that way to improve airflow

Granada or Scorpio.
From memory the idea was that it would arrive from brand new with lights and a lot of kit already installed. As the lights and sirens would already be fitted it would have had trim panels made by Ford with the switches in place, and stuff like extra internal courtesy lighting. The roof extension was for streamlining as you say. It’s not the prettiest of things :)

ETA. Apologies again for the thread drift, but it was something you don’t see everyday :)

It's derailed on the point that the lunatics have taken over the asylum.

It's part of the dancing around to appease the minority at the expense of the majority, at a time where resources are at breaking point.

That links to concerns that people seeking refuge from war and strife further from us than the next continent, are unhappy with their 3 star hotel and 3 square a day, to the extent that they're going stabby/choppy.

All part of the pandering nature of local authorities.
Paint jobs are just the very visible thinner end of the wedge.

Are we saying the people of Glasgow have gone soft.
It would normally take at least a good grusome shooting before people for to the "I almost spilt ma pint" levels
Turns out he wasn't that happy in France or Belfast before arriving in Glasgow to seek asylum from both these places.
I can see his point, I didn't enjoy my first three times in Belfast

But I had a habit of burning them, straight after I stole them and sometimes before.
