An £8m government campaign to help the public prepare for terror attacks and other emergencies is being launched.
Advice booklets will be sent to every UK household and a series of radio and television adverts begins on Monday.

The 22-page booklet has first aid advice, contact numbers and practical tips such as keeping supplies of tinned food, bottled water and batteries.

The Home Office says the campaign is in response to research showing the public wanted more practical advice.

It is not in response to a specific or heightened threat, a spokesman said.
Or indeed an attempt to keep CivPop nice and scared, and making sure they put that X in the right place come May 2005

Or much earlier.

one most useful advice

in the event of a chemical/nuclear strike by a terrorist:...
1/Bend over
2/pull your trousers down
3/kiss your ass goodbye!

Maybe they should have printed it on toilet paper. Then the good people of the UK could have added it to their "essential survival supplies" once they'd read it.
