Salary: £27K

Position: Permanent

The Tenancy Enforcement Officer will play a key role in tackling anti-social b_ehaviour to ensure the best quality of life for our residents. You must have experience of proactively dealing with a range of ASB casework and of taking both preventative and enforcement a_ction. You will work closely with our in-house legal officer and will have a good knowledge of the law as it applies to ASB, domestic violence and hate crime. You will also have experience of dealing with vulnerable customers, whether as a perpetrator or victim of ASB.

The Tenancy Enforcement Officer will need to be a confident communicator and will provide advice and guidance to staff on ASB. You will also have the ability to build relationships at all levels, in particular, having experience of working with partners in developing a co-ordinated approach to ASB that balances intervention and enforcement with prevention and victim support.

Main Duties and Responsibilities:

To attend estate walkabouts when requested.

To provide support across the department as required.

To train or assist in the training of staff.

Contribute to policy development, continuous improvement of the housing management service, neighbourhood regeneration and financial and social inclusion activities.

Ensure work is carried out in strict accordance with policies and procedures.

Liaise closely and positively with team members, colleagues and outside agencies to maintain and improve service delivery.

To attend community events and meetings as required and take part in resident engagement activities.

Ensure consistent and pro-active approach to role at all times, carrying out other duties as may be required from time to time in order to maintain an efficient operation of all aspects relating to the needs of the team and the Association

To identify and investigate instances of anti-social behaviour ensuring a prompt response to all queries and complaints.

To ensure that a risk assessment matrix is completed for all complainants and referrals made to the relevant agencies as appropriate.

To provide support or sign-posting to perpetrators where relevant.

To effectively manage a case load

To ensure that the appropriate enforcement action is taken, for example, possession proceedings, injunctions, tenancy demotions.

To prepare and serve legal notices and represent the Association in court as required.

To maintain regular contact with victims, witnesses and perpetrators throughout case management.

To provide support and guidance on ASB to other members of the neighbourhood and services team, keeping up to date with developments in legislation and best practice.

Develop and implement an ASB strategy, including implementing innovative approaches to preventing ASB.

Review our policies and procedures relating to ASB.

To co-ordinate case conferences where required with internal and external partners.

To use the full range of tools available in tackling ASB, including preventative work.

.To ensure satisfaction surveys are completed by victims following the closure of a case.

To maintain accurate records of ASB cases via the in-house system to assist the monitoring of ASB.

To prepare Board and other reports as requested.

To ensure the monthly performance information is input and produced and that feedback is provided on performance and solutions found for under-performance.

To attend Safer Estates, Neighbourhood tasking meetings and other partnership meetings to maintain a proactive approach to tackling ASB.

To actively explore and maintain effective partnerships to enable ASB to be tackled effectively.

To ensure compliance with the Tenant Services Authority national standards or other regulatory standards.

To ensure that the programme for Local Offers is implemented and delivered where relevant to the service area.

To positively promote the Association’s approach to ASB locally, regionally and nationally.

Performance targets for the ASB service met or exceeded.

Maintain all aspects of confidentiality.

Provide a positive and professional image in all aspects of work and conduct.

To meet the requirements of the Associations flexible working policy in order to provide services outside of the traditional standard working week.

Strong interpersonal skills to enable effective liaison with internal and external clients

Knowledge of ASB issues

Working knowledge of the law as it applies to ASB, domestic violence and hate crime.

Experience of applying the types of interventions, used in tackling ASB, including knowledge of the Respect Standards.

Experience of taking preventative action in tackling ASB.

Experience of dealing with vulnerable customers, whether as perpetrator or victim of ASB.

Experience in preparation of court documentation and service of notices, and of attending court.

Minimum of 2 years of working in a customer environment

Ability to communicate with a diverse range of client groups

Effective communication and interpersonal skills

Able to present information confidently and clearly to a variety of audiences.

Good numerical and analytical ability

Computer literacy including use of spreadsheets

Ability to maintain targets

Clean UK driving licence

Willingness to work outside office hours
