A bit more accurate?
We nearly saw a drop in opium production in 2009 because the food harvest was so poor.

We flooded the country with cheap food so they just carried on making more opium.

On a serious note though, TB have previous form for promoting infrastructure projects .....if it befits them to do it.

Indeed they do. They've quite openly stated recently that they will 'support' (for a small fee I'd imagine) government infrastructure projects such as TAPI and a significant road building project in Samangan prov. A change of tactics to try and provide a more presentable, serious face - whilst of course making a bit on the side. Win, win for them.
