Because they are 100s of MB in size.

Do you mean all those Capts who snickered as they wriggled in under the JOTES wire, thanking their maker that they'd never have to plough through MK1?
Why not just make the PDFs available for download from ArmyNet?

Those Captains should be OK

As msr wrote they are massive files and not all of us have evil henchmen to print them out for us. I have already made the case for funding to get print outs fone and been fcecked off at the high port by the CoC. The solution as offered is that those without broadband internet (and in the region I cover that's pretty much everyone) should go to their "local" AEC/ALC to get access. No one has thought that the ALC/AECs are only open during working hours during the week.
I can only offer the consolation that this is being studied by the CoC and there is a strong lobby to resource this properly if it is required of TA JOs. Not holding my breath, mind!
Doesn't JOTES end in April and JSC(TA) in September this year?
Substantive captains with a seniority date 31 Dec 02, or earlier, must successfully complete Junior Staff Course (TA), (JSC(TA), to meet the requirement for promotion to major. Additionally, they will have to meet Arms & Servicesâ requirements for promotion, as appropriate to cap badge.
Substantive captains with a seniority date between 1 Jan 03 and 31 Dec 04, inclusive, who have not attended JSC(TA); must successfully complete MK1, JOTAC and MK2 for promotion to major. Additionally, they will have to meet Arms & Servicesâ requirements for promotion, as appropriate to cap badge.
Substantive captains with a seniority date of 1 Jan 05 or later, must successfully complete MK2 to meet the requirement for promotion to major. Additionally, they will have to meet Arms & Servicesâ requirements for promotion, as appropriate to cap badge.

Argh! I hate those guys. Though not you, obviously.

Not just WO2s - all NCOs from LCpl up.
The Army Reserves Committee are currently considering exactly what form it will take but what you need to bear in mind is the ease with which your average TA NCO can access IT eqpt at his/her unit so don't be surprised when it all comes out on CD or DVD Rom.
You might need to read that last one several times to spot the sarcasm...
