Students are given discounts on the principle that they wouldn't come otherwise as they can't afford it so its best to get what they can out of them... Its not out of altruism for them.

Still students have an effective lobbying body the NUS which an armed forces federation might be able to replicate. Students aren't exactly going on strike as with the idea of the federation.

You also need to change public perception of the armed forces. They need to be more visible, doing an active role in the community rather than only being noticed when a bunch of squaddies get in a fight. The bumper stickers in the US with 'support our troops' are the kind of thing that needs to be cultivated in this county.
