Very lazy googling shows him as commander Aldershot garrison. I hesitate to say that he looks gen.
The gazette will confirm or otherwise but I really can't be arrsed looking.

What are the collar dogs?
The collar dogs are those of The Royal Regiment of Scotland, modelled on the RS ORs' collar dogs. The RS officer and warrant officer collar dogs were small versions of the staff badge.

Absolutely - the guy is a great soldier with an outstanding record of service, former KOSB.
