Like most public sector grievance procedures, unless there is demonstrable evidence of criminal conduct or gross misconduct they are dragged out until everyone dies/leaves/gets posted/loses the will to live. For the truly determined complainants some elements of their complaint are often presented as overstated thus reducing the veracity of the overall complaint and resulting in only a partial finding in their favour. Skilful use of mediation/management advice/redeployments and 'dusting down' of all parties generally restores good order and discipline. Eventually.
