Senior Manager - Ex Mil Preferred - to £80k

A mate of mine has passed me this job and asked me if I knew anyone:

We're currently looking for a senior individual to manage and develop the capabilities of there business in two areas to minimise disruption and congestion on London’s roads.
The two areas are:
•Facilitating the planning, coordination and execution of events on London’s roads to minimise disruption to road users; providing clear, comprehensive and timely information to road users on the status of London’s roads; and
•Managing and maintaining pan-London traffic control and monitoring assets (traffic signals, CCTV, OVD, VMS, Safety Cameras), overseeing and driving the performance and procurement of best value maintenance contracts.

Key accountabilities
•In consultation with other members of the senior management team, establish, consult on, assess, coordinate and negotiate requirements of service providers to;
•Manage all aspects of the finances of RTO department;
•Provide regular management, guidance and direction to managers to communicate strategic direction and to ensure understanding and agreement of tasks, deadlines, resources and budget requirements in the day-to-day workload.
•Manage all real-time operational activities in order to maximise the real-time intelligence of the use of street space and minimise network disruption and congestion;
•Direct and lead the teams of specialists within RTO by coaching and mentoring;
•Oversee the running of the LTCC and its development, ensuring the maximum performance of the centre through regular review and evaluation;
•Arrange and oversee all maintenance and asset management-related activities, providing support on commercial and contractual aspects where necessary;
•Develop and implement resilient operational systems in accordance with standards, such as British Standard Institute (BSI);
•Assess, develop and deliver resilient business processes to support real-time traffic operations services;
•Assess, develop and deliver Health & Safety and Environmental management practices and systems;

Skills, Knowledge, Experience
The successful candidate will have knowledge, skills and experience which comprise elements of the following:
•Degree qualified (engineering discipline preferred) or significant demonstrable experience at a senior management level;
•Proven experience of working in a senior management role, preferably in an operational environment;
•Significant experience in management of real-time or near real-time operations;
•Demonstrable experience of strategic planning and project delivery in real-time operations;
•Strong experience in project management;
•Proven experience of representing an organisation to external stakeholders at senior (board) level;
•Experience in organisational design, procurement of resources and continuous improvement methods;
•Politically astute, balancing organisational policy and decision making processes against sound commercial judgement;
•Demonstrable negotiation and consultation skills practiced at a senior (board) level;
•Demonstrable strong leadership and motivational skills applied to teams of at least 100+ staff operating with a mix of skills, knowledge and competence;
Dealing with budgets in excess of £35m
