Because the main battle for votes in Scotland is still SNP and Labour, both vying for the voter who has socialist leanings, i.e. wants something for nothing and is happy for following generations to pay for it all through borrowing heavily. The Conservatives are still hankering after the voter of old who believes that frugality, spending wisely and earning their way through life is the best way for prosperity for Scotland and the generations to follow. The Greens etc are and always will target niche voters and at best will use whatever power they get to prop up whoever needs it as long as they get some of their policies into practice.
