If the MOD spends so much time and effort disposing of their own ammunition, because it‘s out of its packaging, I hardly think they‘d base their logistics planning on using ammunition randomly picked up from other people.

Er, because 7.62x 39 is to be found in large quantities but appalling quality. The coppery-cased Chinese crap is particularly awful, and is absolutely everywhere (or at least it was a decade or so ago).
