If the MOD spends so much time and effort disposing of their own ammunition, because it‘s out of its packaging, I hardly think they‘d base their logistics planning on using ammunition randomly picked up from other people.

That cartoon was on the front of my office hard copy of Workplace Risk Assessments, for several years until a senior SHE manager noticed it in passing, and the Fun Police instructed me to remove it....

Er, because 7.62x 39 is to be found in large quantities but appalling quality. The coppery-cased Chinese crap is particularly awful, and is absolutely everywhere (or at least it was a decade or so ago).
