There is methanol in it not ethanol. Which is extremely hazardous if ingested and doesn’t provide same level of protection
No idea on the efficacy of methanol versus ethanol on destroying virions.

However, all hand sanitiser should have methanol (or another noxious substance) added if it is ethanol based. Not to do so leaves the company open to Customs and Excise having a word about supplying distilled drinkable alcohol without paying duty (in the UK at least).

Then there's the issue that, because the COVID-19 virus is surrounded by a lipid shell, soap is probably the best method of destroying the virus.

In that case it excessive methanol and insufficient ethanol.

meaning that it isn’t effective as a hand sanitiser

Given that it was the EU Anti-Fraud Office that issued the warning it would appear that it isn’t as advertised
