Proportional representation and independent candidates

  1. Are there any arrsers out there with a good knowledge of the PR system?

    I am trying to find countries that use the PR system with closed party list but don't use single transferable vote ie one where the electorate just put a cross by the name of the party.

    Say for instance in an area there are 72 seats, the party will then get this vote for the 72 seats. What happens if an independent candidate stands in that area? If a person votes for them they then lose their vote for the other 71 seats. Does anybdy know of a way of getting around this without changing the fact that candidates can only put a cross?

    Sorry if this sounds confusing I only understand the basics of the PR system but have now been given the challenge to solve this problem.
