When they replaced the old Police Authorities the idea was that as an elected official they would be receptive to public attitudes about the governance of the police. They took (and still do) an oath of impartiality, but as it turned out, the major political parties jumped on the bandwagon and as a result most of the PCCs around the country are the lackeys and running dogs of the parties.As if PCC's are anything to do with actual policing!
