Paying a 3% increase in NHS salaries... viable?

I was a manager in the NHS for a spell. I ran two departments on behalf of the clinical directors (senior consultants). There were ~20 consultants and over 200 nurses and other staff. £24m annual budget with two wards, two outpatient day case wards and a day case unit, so pretty complex. My admin team was myself and three others (covering assurance, finance, HR etc). From that side I think we were pretty efficient but the layers of wider hospital IT, assurance, HR were getting larger and larger without the clinical side seeing any benefit.
Just apply for one of these woke jobs if you want to jump beyond 3% in the NHS
