No - that'll be covered in the car handbook in relation to not driving while intoxicated. The people who need to worry are the telephone company for leaving a support wire where a drunken drivers passenger (whilst spewing) gets his bonce knocked off!! :D

Its whats called a "stay wire" it is used as to give pole stability from the pulling tensions of the fixed cable.

The problem is the driver veered off the road, so negligence is with him.

It must of been at speed becuase the stay wire is a very thick (20-30mm Dia) multi-strand steel cable terminated on a steel support buried upto 2 metres below the ground. It also slopes to the ground so as it caught his head it would of forced it downwards and the friction probably burned through his neck.
Im suprised it did not rip him out of the car, unless he was too fat for the window?

What a way to go!

Objection!!!

The passenger can not be expected to be conversant with the vehicles operational handbook and therefore the vehicle’s manufacturer has failed in providing him with a warning of the dangers sticking his bonce out of the window.

Of course this warning should have been written in English and Spanish and bear the words
DO NOT LEAN OUT OF THE WINDOW FOR ANY REASON (EVEN SPEWING YOUR RING)–HAVE A NICE DAY :D
