1)Without looking it up, doesn't this country have like, reciprocity agreements with other countries (not every country, but the Commonwealth, EU and Switzerland come to mind.) - they treat our citizens abroad foc and we treat theirs?
2)I take it the subject of the thread is free health tourism as, paid health tourism can be attractive to the patient ie uninsured US citizens can have much cheaper treatment in Israel whilst the patient's family spends money as tourists, ergo 2 lots of revenue for the country doing the treatment. So, nothing wrong with health tourism per se (not stating the obvious).
