Thank you for uploading the link to the Army Reserve Structure and Basing document - it is also on page 1 of this thread, - hope it was a useful document. As soon as the more detailed documents on basing changes and supporting documents appear in deposited papers we will make sure to post it on ARRSE. DOT has just checked and they're not there yet.

Anyone provided with information yesterday by DOT would be advised to double check against the documents when the papers are uploaded on ARRSE later today.

John Bercow accused Philip Hammond of “utter incompetence” as he unveiled plans to nearly double the Army reserves.

In an unusually strong condemnation, Mr Bercow said Mr Hammond had been “woefully inadequate” for not giving MPs details of Territorial Army centres targeted for closure.

As he laid out his plans, MPs were furious a list of the bases had not been distributed. Many complained the information had been given to the press before MPs, though Mr Hammond denied this.

Mr Bercow said it was the worst example of administering a statement he had witnessed since he became Speaker and said Mr Hammond was responsible for his department's mistakes.


He said told the Defence Secretary: "The administration of this matter has been woefully inadequate and frankly utterly incompetent. I've not known a worse example during my tenure as Speaker.
“I hope you genuinely do feel some sense of embarrassment and contrition at what has been a total mishandling by your department, for which you are solely responsible. It's as simple as that.”
Mr Hammond apologised and said he would investigate.
Mr Bercow has frequently chided ministers for what he sees as their failure to provide MPs will information about Government business.
However, his criticism of Mr Hammond is more extensive and outspoken than his previous reprimands.
The exchange is understood to follow several private exchanges between the two men in which Mr Bercow complained to Mr Hammond about details of defence announcements appearing in the media before being given to MPs.
Mr Bercow is unpopular among many Conservative ministers and MPs, but some backbenchers support a Speaker they regard as standing up for their interests.

  • Widness site in Halton Constituency discussed as proposed for closure
  • 52 reserve sites in Scotland - discussions mentioned that seven will be vacated and a new site will reopen - net loss of 6
  • Northern Ireland - discussion highlighted the closure of TA centre at Armagh - additional site to open at Portadown
  • Dunfermline discussed as due to close with 154 Transport Regiment to move to Bruce House Territorial Army centre
  • Kilmarnock - discussions that a new Army reserve unit is to move into an existing site at Kilmarnock

The bit about Brighton TAC closing is contradicted elsewhere in the Government's Matrix. Have a look at the entry for 579 Field Squadron Royal Engineers which has Brighton TA Centre as "retained" and the one for B Company, 3rd Battalion, Princess of Wales' Royal Regiment which has them based there (and Eastbourne) after the changes. D Squadron, 256 (City of
London) Field Hospital is also to be based there.
