The calculations in the article suggest it could be. I think they are stretching the assumptions a bit too much though..

There is at least one place in the US where a 105 has been permanently loaned to the a local government to trigger avalanches. If I recall correctly it is in a fixed position. When it was delivered the Army established the setting to hit known avalanche trigger points so the local rangers just have to set the number up and fire. IIRC the reason it was needed is that the town is in a box canyon and an avalanche across the only road would cut the town off from the rest of the world for a significant time.
