Presumably Tubby III sending a message on Thanksgiving Day that he's still there and is unhappy with the lack of progress on talks. The DPRK gave the US until the end of the year to 'show flexibility' (lift sanctions) in the stalled denuclearisation talks;
Breaking a month-long lull in missile tests, North Korea fired two short range projectiles into the sea off its east coast on Thursday in what appeared to be the latest try out its new multiple rocket launchers, South Korea’s military said.

The test-firing came as the clock ticks down on the year-end deadline that Pyongyang had given the United Stated to show flexibility in their stalled denuclearisation talks.

It also coincided with the U.S. Thanksgiving holiday, and took place one day before the second anniversary of the North’s test of an intercontinental ballistic missile (ICBM) capable of hitting the U.S. mainland.
RoK's JCoS (Joint Chiefs of Staff) said the two missiles went 380 km (236 miles) with an altitude of 97 km (60 miles) and landed in the sea
South Korea’s Joint Chiefs of Staff (JCS) said the North fired the two projectiles into the sea from launchers in the eastern coastal town of Yonpo at around 5 p.m. (0800 GMT).

The rockets travelled up to 380 km (236 miles) and reached an altitude of 97 km (60 miles), the JCS said.
Japanese PM Abe said they didn't fly into Japanese airspace or its EEZ but they are remaining in close contact with RoK, the US and other members of the international community:
Japanese Prime Minister Shinzo Abe said the launch was a threat to not only Japan but the region and beyond, though his defence ministry said the projectile did not enter Japanese airspace or its Exclusive Economic Zone.

“We will remain in close contact with the United States, South Korea and the international community to monitor the situation,” Abe told reporters.

US Missile tests aren’t against U.N. Resolutions. DPRK ones are:
Resolution 1718’s Principal Provisions

Resolution 1718:

  • Demands North Korea refrain from further nuclear or missile tests.
  • Demands North Korea return to the NPT.
  • Decides North Korea shall suspend all ballistic missile activities.
  • Decides North Korea shall abandon its nuclear program in a “complete, verifiable, and irreversible” manner.
  • Decides North Korea shall abandon all WMD activities.
  • Calls upon North Korea to return to the Six-Party Talks.
 
Biegun is in S Korea and asked for dialogue with the DPRK which was not answered. The UNSC look to be split on the usual lines. A joint Chinese and Russian proposal to ease some sanctions is likely to be vetoed if it gets enough votes:
“This is the best plan in the current situation to resolve the stalemate in the denuclearisation of North Korea and for its peace and stability,” Chinese Vice Foreign Minister Luo Zhaohui told reporters, adding that a political solution is still achievable despite a recent rise in tensions.
The US, UK and France are of the view that there should be meaningful steps toward denuclearisation before any sanctions are lifted. DPRK say denuclearisation is off the table and of course they have said that the US has until the end of the year previously. Likely their self imposed embargo embargo on nuke tersts and ICBM launches will be lifted:
North Korea’s U.N. envoy declared this month that denuclearisation was off the table, and some analysts say Pyongyang could soon conduct a test for a major strategic weapon such as an intercontinental ballistic missile.
Luo, the PRC Vice Foreign Minister seems hopeful:
“We hope that the concerned parties will practice restraint and meet each other halfway, and work through dialogue to realise positive interactions and quickly find a meeting point to find a resolution,” Luo said.
 
tldr; even if NK manage to lob a couple at the U.S. - we have the land mass, the U.S. retaliation would practically wipe them out - their hedging factor is SK next door, which U.S. obviously don't want to make the country as collateral.

You would have to be spectacularly stupid to think that they have any intention of using nukes as anything other than a deterrent.

Is he? Not seen any news of Kim Wrong Un and his nightmare regime. Nuclear tests? Missile tests? Flogging missile and submarine technology to Iran?

I do not think I have replied to this thread before. Surely the title is pointless as a nuclear strike would obviously cause chaos?

Even without moving forces around, the Unites States keeps sizable forces in the Republic of Korea, and carriers and amphibious forces at sea. The US nuclear tried will remain on stand by with bombers at bases, ICBMs on alert, and SSBNs at aea. The Republic of Korea has well equipped forces of their own.

I imagine that Covid-19 is causing major problems in the DPRK with a malnourished population.
