The law can and frequently does get challenged and changed. The issue with a Judicial Rule is that it is quite formulaic and the outcome can almost always be predicted by a solicitor. She will have been told this.

Even if the JR had found the Parole board’s decision was wrong court has no power to change the decision to that which the complainant wishes. The Parole board would just have to review the case again and could very easily come to the same decision.
