MPs slam British foreign office in scathing report

The foreign office is mismanaged, excessively secretive and open to fraud, and its most senior civil servant is “part of the problem,” according to an influential group of MPs.

In a hard-hitting report on Wednesday, the Commons foreign affairs committee said it found attempts by the department to suppress the damning conclusions of a consultants’ report last year “disturbing.”

The report, commissioned to help the foreign office find efficiency savings demanded by the treasury, condemned a department traditionally seen as the Rolls Royce of Whitehall for a lack of leadership, inefficient management structures, and a weak budgetary system.

One of the reports was published last July, six months after it was produced, following pressure from Andrew Mackinlay, a Labour member of the committee. The other, an internal investigation by a senior member of staff into an unpopular computer project, exposed embarrassing flaws in management.

“We conclude that the failure of the FCO to share with parliament the reports prepared for its board by Collinson Grant and by Norman Ling is evidence of a disturbing aversion on the part of FCO management to proper scrutiny of its activities,” the committee’s report said.

You're living in the past, now they actually have to be caught erm, what exactly? Lying - that's ok now (see Byers), Incompetence - that's fine too (see prescott[1]), I suppose there was the Blunkett thing, at least he resigned quickly (the first time that is)...
