More assignment order issues

Anyway, I tried to put in a claim for a hospital appointment I drove to, (non-availability chit in order) and it has been:

"work-flowed to the JPAC I-Expense Authoriser"

and

"!Timed out"

I phoned JPAC but they say they aren't anything to do with authorisation.

What does this mean and what should I do now?
