It is not Maltese. That as two horizontal bars top one being slightly smaller.
Im pretty sure the shape of the capbadge is derived from that of the shako badge worn by the 13th light dragoons.
It was adopted by the light dragoons on 1st december 1992 when the 13/18RH (QMO) and the 15/19 KRH amalgamated, thats about all i know but im sure there will be someone out there that can prove me wrong.
