I'm not sure that it is fair to seek compensation from a post Ghadaffi government for the wrong doings of the mad man they displaced. I suspect there are far more victims of Ghadaffi in Libya than in NI or anywhere else and their priority should be on establishing good governance.

The Rebels are apologising for the past actions of their country. They are not to blame, they are just taking responsibility.

A bit like when we say sorry for 'introducing' slavery to a continent that had been practicing it for years... and, of course, playing a pivotal role in stopping the trade.

Lots off countries are still paying off debts for terrible things they have done in the past, why should Libya, be any different. I'd prefer if the acid faced Bastard was just strung up from a lampost, though.

Not so much a pattern as a way of life
Yes, the legal profession seen how easy it was to make a fortune, during the bloody Sunday inquiry,and they are now all after some more of it.

Mostly when they've been defeated by the agreived party(ies) though. A bit different when the people of the country in question have risen up against their dictator (albeit eventually) and got rid of him themselves.
