To deal with the considerable range of devolved matters. Defence is reserved to Westminster, so the Scottish Parliament has no right to take substantive decisions on it. But it seems to have been accepted that the Scottish Parliament can debate and take a vote to register the views of MSPs on non-devolved matters of great concern eg Iraq, and now the regiments.
