JSPs- Why not the Army??

I understand that a new Joint Service Publication came into force on the 1st April this year. One of the main benefits to those of us serving overseas is the introduction of an allowance which entitles all personnel and their families a financial package to help them return to the UK. Currently the only allowance is for the serving soldier to make a single claim of up to £180 for a single journey back to the UK. This does not include any other family member. The new JSP has introduced a package which, unlike the current scheme allows each family member to claim up to £232 per individual to help with the return to the UK. So to the point of this......I currently serve in a joint unit, which has introduced the new JSP for all RAF personnel, however it has not been introduced for the Army. WHY NOT??? Surely a Joint Publication should be just that, and now they tell us that it's all because of the delay with JPA!! Sounds a bit like Pay 200???? doesn't it. Can anyone tell me how we can possibly be part of a joint unit when half of us are treated in a totally different way to the other half? Whinge over, but is there anything we can do about this?
JSP 752 covers all the new allowances although some require JPA in order to administer them. It was accepted by all 3 Services that, because of the requirement for a sequential roll-out, there would be periods when individiduals from the 3 Services would be on different conditions and have different entitlements but that this was acceptable in moving towards convergence. There are however a number of allowances that have been affected from 1 Apr 06, including those from accommodation and travel. It would be worth checking with your unit admin office what the current position is as it effects you.
similarly i don't understand why you can't claim MMA from NWE back to uk. i suspect the trite response will be along the line of....what about those personnel in cyprus, BATUS etc....yep, what about them?

it's an absolute con that you're expect to pay for you car(s) back to blighty...when as written here before, if you're posted from devon to scotland you can claim mma, but not from JHQ to aldershot, which incedentally is roughly the same distance!
Goon the stock answer is that

a. The MOD has paid for a contract to fly you (and family) home from Germany(to Birmingham).

b. A big part of LOA assunes you will buy a car when you move there.
