Israel: unclear reason

The villages of Arab al-Aramsha, Fesuta, Miyaliah and Gush suffered serious damages during the recent conflict with Hezbollah but were denied special privileges given to their neighboring Jewish communities.

Attorney Sawsan Zaher who represents Adalah, the Legal Center for Arab Minority Rights in Israel, claimed that the citizens of the Israeli Arab villages were not considered for compensation for reasons that are unclear.
As Israel is a Western-type democracy (not an apartheid state) then there are no citizens of 1st and 2nd sorts. So I'm sure this approach would be corrected.
