The double use of 'fail' puzzles me a little. However, do I understand this correctly? The US 'demands' that the Shia/Kurd elected majority accept a "strong role" in Government for the Sunnis - otherwise the insurgency will continue unabated and US troops won't be home for Christmas.

'We want less attacks. We want our troops home. Give them "a strong role" in government.'

    Isn't this appeasement?
