IMF head arrested for sexual assault

Welcome to the Army Rumour Service, ARRSE

The UK's largest and busiest UNofficial military website.

The heart of the site is the forum area, including:

  1. Not sure if this should go in US or France but put it here.

    M. Dominique Strauss-Kahn, the head of the International Monetary Fund was arrested Saturday for sexually assaulting a hotel employee who came into his room.

IMF chief accused of sex attack on hotel maid - World - CBC News

What is interesting is that the man is apparently considered a leading candidate for next year's presidential elections. It appears that the NYPD Special Victims Unit is investigating. Reading the stories it does not look good for the man. Also, it appears he is a Socialist candidate but was staying in a $3,000 per night hotel room. I have gone on entire vacations for less than that.
  2. I thought that the IMF had diplomatic immunity.

Immunity for British IMF chief over 'wife assault' - Telegraph
  3. Kabul Civy:

Good point, Iwould have thought so also but the only time it is mentioned is in a Los Angeles Times article which says he does not have diplomatic immunity. Not sure what the status is. I do wonder if there is no immunity in the US as the organization is based in Washington DC so this is considered "home" in some way.
IMF arrest: IMF leader detained in sexual assault case -

As I check later filed stories I noticed that there is mention of forcible oral sex which did not appear in earlier articles.
Top French politician, International Monetary Fund head Dominique Strauss-Kahn held investigation of sodomy charge -

Some stories have different details but the only discrepancy is that the BBC is alone in saying that he is cooperating with the police. Other articles have said he is refusing to give a statement to police.

Before conspiracy theorists get wondering why he was moved from Manhattan South PD station to a police station in Harlem; the SVU is based in Manhattan North and all major sexual violence cases are run out of the Special Victims Unit.

Of interest to the British might be the fact that a candidate mentioned to replace M, Strauss-Kahn is your Mr. Brown. I wonder if he will get a new job out of this.
  4. I hope you are joking. I wouldn't trust Brown with the budget for a pint and a packet of fags.

  5. There is more to this story than meets the eye.

    The FT Quotes the following:

"Officials of the IMF have diplomatic immunity “with respect to acts performed by them in their official capacity, except when the fund waives this immunity,” the IMF’s bylaws say" / US & Canada - IMF head detained by New York police

However, this is not consistent with the position regarding the Brit in Pakistan.

In addition, I wonder if this arrest is the culmination of ongoing investigations and that waiving of immunity had already been arranged.

    Very confusing.
  6. Sodomy; Oral sex! Seems like a bit of a player. With the kind of salary he is on you'd have thought he'd just summon a like minded wench and pay for it.
  7. Being Septic I should not comment on Mr Brown but several articles mention him as a possible replacement due to his extensive experience in finance. Based on what Arrser's say I would not be impressed but apparently several articles have mentioned him.

It appears that this is messing up M. DSK's schedule as he was due to meet Chancellor of Germany on Monday and chair a meeting on Greek finances on Monday. if he should get to the meeting somehow I hope he does not grope Frau Merkel.
  8. Wonder if he used his abacus as love beads?
  9. As to immunity, I did not have a chance to exhaustively research this but looking at the applicable UN Convention two things stand out:
    1) IMF immunity differs from the usual Vienna Convention immunity in that it covers "acts performed in his official capacity" I think M. DSK would be hard pressed to provide any proof that sexually assaulting a hotel maid and forcing her to give him a BJ was an official act

    2) the question above may be a bit moot as I can find no reference in the UN database to any ratification of the convention by the US. Of the 192 members, only 111 have ratified the convention. If the US is not a party then no immunity. As the IMF is based here the US may have not wanted to provide blanket immunity to all IMF officials.

Caveat: I may be a lawyer but it is late, I am tired so please do not rely fully on these comments. I would keep looking but I am supposed to have brunch with my son tomorrow and don't want to sleep through it.

If the immunity issue really matters to you please review:
    B. United Nations Convention on the Privileges and Immunities of the Specialized Agencies and Annex V DN22

Managing Director’s Policy Statement on Immunity of Fund Officials DN11

n.b. none of the documents noted above list oral sex as an official duty of IMF oficials

  11. "Mr Brown but several articles mention him as a possible replacement due to his extensive experience in finance". (Yep... and Santa is a real person)!!

Why do folks on the Political left, and those abroad still believe that Doc McRuin has... "extensive experience as a financier.......!" or a 'Banker'.... or an 'Economist' for that matter.

Old Paw Broone is a historian and an academic. What he knows about finance, especially International Finance is as much as I do about how to operate a Nuclear Power Generating Plant. But then having all those slimy Spin Doctors like 'He who should not be mentioned' but rhymes with a certain 'Soup' around him and Blair, then people, especially the politically gullible and brain dead will believe anything about Blair and Brown and Friends. (Mr Goebbels would have be proud).
  12. As you sure about that? Given the number of nations that the IMF has fecked over ... "We've analyzed your country's trading position and there's only thing for it ... now bend over and take it like a man"
  13. Thanks 'uncle_vanya', you saved me the trouble stating the obvious!

The failed oaf Brown is unqualified to run a Squadron/Battery/Company Non-Public Fund.

The Americans fell for the slimy git Blair and it seems that their gullibility has yet to reach maximum if they believe the cretinous clown Brown could satisfactorily run a pop-corn stall on Coney Island.

I can believe Dominique Strauss-Kahn is sexually predatory - a small percentage of powerful men are known to take advantage of their position. However, they tend to prey on secretaries, etc, within their own organisation on the grounds that they'll either accept a promotion in return for sexual favours, or will be too scared to complain.

This random assault on a chambermaid I find a bit more difficult to believe, because it's just so stupid. Dominique Strauss-Kahn may have previous for behaving inappropriately with members of his staff - but would he be this dumb?

Expect a multi-million dollar law suit from the attackee......
