Disagree. An external benefit is a benefit that an individual or organisation confers on others without receiving compensation. Compensation does not have to be financial; we give compensation by way of our consent to accept adverts. That has a quantifiable value.

I don’t think so. Pigou’s original writings about positive and negative externalities made it clear that the third party to whom the externalities accrue has no relationship with the other parties. Pedant hat off.
