    Ok, so maybe i am reading this wrong but it seems that faced with record immigration and backlogs of undesireables that should have been deported getting longer and longer the Home office is looking to bring in more excuses for people to have to stay.
    So all an illegal visitor needs to do is not pay a parking or library fine and the Home office will keep him here til he pays up.
    Ok, so maybe not so simple as that and can see they are trying to stop people pissing off without paying NHS bills but suspect they will spend more on this scheme than they save. If there is a big problem then how about simply money up front before they hand out cough medicine? Job done. Better than inventing a new reason for people to have to stay.
