Help in identidying a Sword Belt

Dear All,
I wonder if anyone can identify the Sword Belt in the photos below? It belongs to a local Laird and was found in a trunk in the loft of the ancestral castle.

Regimental? Royal Appointment? Lord Lieutenant?

Not an expert, but it does rather look like Lord Liuetenant

Many thanks for that. I did some more searching and sure enough, the gentleman concerned has two direct family members who were both Lord Lieutenants of Kincardineshire during Victoria's reign.

I just need to find out if her Cypher changed at any time during her reign so we can work out which one it was.
